Jon Buckland
Chief Officer, Commerce and Employment, States of Guernsey
Jon Buckland was appointed Chief Officer of the Commerce and Employment Department in March 2008. Previously he was Deputy Director General at the Office of Utility Regulation which was responsible for the economic regulation of the electricity, post and telecommunications sectors in the Bailiwick.
Prior to moving to Guernsey he worked for the Independent Television Commission which was responsible for the economic regulation of commercial television in the UK. Whilst at the ITC Jon lead on the Channel 3 licence renewals which set the tender payments by the channel 3 companies to HM Treasury for the use of the analogue spectrum.
He started his career as an environmental economist with the Water Research Centre and then Sir Alexander Gibbs Ltd working primarily in the water industry. This involved developing asset management plans for the newly privatized businesses and then later working for the main international funding agencies such as the European Bank for Reconstruction and Development and World Bank in Eastern Europe and the Middle East.
Jon is also a Non-Executive Director of the Guernsey Training Agency University Centre.
